Danger to your children awaits. Remember the dental mill mantra “Patients may be hard to increase, but billable procedures are not!” Creative dentistry at its best.
I feel Kool Smiles operates illegally in Kentucky under the statues of a Professional Service Corporation (PSC) where by the person owning and directing the “professional service” must be licensed by the “professional” board of the state, in this case the Kentucky Board of Dentistry and the person MUST perform those services. KRS 313.060 (3) no person shall conduct dental practice in their name unless he or she personally performs services as a dentist is such office. Not less then 1/2 of the officers of a PSC and ALL of the officers other than the secretary and the treasurer shall be qualified persons to perform the professional services. See KRS 274.027 and 274.045
Why the KY Dental Board ignores its own laws, rules and regulations is beyond me.

Dr. Tu Minh Tran does NOT even live in the state of Kentucky, let alone see or treat patients here. He lives in a mansion just outside Atlanta. By the way, in case you don’t know, Dr. Tu Minh Tran used to work for the founders of the Small Smiles chain of dental mills. The dentists and other employees who work at Kool Smiles PSC are directed and paid by NCDR, LLC located at 1090 NORTHCHASE PKWY SE STE 150 MARIETTA, GA 30067-6407 – Managers of the LLC are Thomas Nance and Kevin Miller. Kevin Miller is NOT a licensed dentist in Kentucky nor is Thomas Nance. NCDR, LLC’s chief dental officer is NOT a licensed dentist is Kentucky. Dr. Polly Blake Buckey, NCDR, LLC’s regional manager is the licensed dentist in charge of the Southern Indiana and Kentucky Kool Smiles. According to Mymapper.com, Polly Blake Buckey lives in Windy Hills, KY.
In many cases these dental mill dentists just hop from one mill to the next, take Dr. Jason W. Cooper, DDS for instance. If you were to Google “Kool Smiles Kentucky” your results would return Dr. Cooper at the 1301 Winchester Road # 225, Lexington Kentucky Kool Smiles clinic. However upon checking Dr. Cooper’s National Provider Identifier (NPI) number you would find his record was updated in December 2010 and the current information is all Small Smiles information, see below.
